Like Crom, Gelati Celesti sits atop the ice cream mountain, a king of kings laughing at the swarm of chains entering the market*. There is a reason why so many fine area restaurants outsource their ice cream to Gelati for their dessert menus.  Best In Richmond by this

Also, try Boyer's Ice Cream (5714 Patterson Avenue)...They use Gelati Celesti ice cream in their store!

Best frozen custard in town (not quite at the level of Carl's in Fredericksburg, but it'll suffice). True Philadelphia style Italian ice is another specialty

A mandatory stop before watching a movie at the Byrd. 2nd best traditional ice cream shop in Richmond.  Crossroads Coffee also uses Bev's to weave killer milkshakes.
(4) DeLuca Gelato 1362 Gaskins Rd (Gayton Crossing Shopping Center) (804) 741-3202  
Best bet for Italian style gelato and sorbet. Maybe, the classiest "ice cream" shop in town. 
(5) The Station Cafe  113 S Railroad Ave Ashland, VA (804) 798-5632 
They serve Garber's ice cream which is made in Winchester, Virginia. A lovely cone to watch the trains in Ashland.
(6) Dairy Bar Restaurant 1602 Roseneath Rd (804) 355-1937    
Best hot diner food with milkshake combination.
